I've been able to get to this point by first, getting the Bluetooth setup looking for devices, pulling the batteries out of the keyboard for about 30 seconds, re-installing them, then turning on the keyboard. The closest I've ever gotten is the Bluetooth Setup in Windows recognizing the keyboard, but returning a 'Driver Error' after attempting pairing. Have tried several of the recommended solutions, including 'repairing' boot camp drivers without success (three times, in spite of the thing about doing the same thing over and over expecting a different result). Yup, it's working just fine on the OSX side.
